Parliament Approves 2023 State Budget

The Deputy Finance Minister, Lasha Khutsishvili introduced the final Draft State Budget 2023, envisaging the increased indices for persons with disabilities, as well as the data on the international financial institutions concerning the world economy, including the economic growth in Georgia.

“The budget for 2023 is planned at the 5% economic growth, nominal GDP constitutes 79 bl. 685 ml GEL. The budget deficit is 2,8%. The debt and other incomes for 2023 are in sum increased by 270 ml GEL. Providing these changes, the final version of the budget 2023 provides increased financial resources by 660 ml GEL. Revenues to the budget are increased by 2,1 bl. GEL and compared to 2022, constitutes 21,9 bl. GEL. At that, the incomes are increased by 1,8 bl. GEL and constitute 17,6 bl. GEL,” he stated.

As to the expenditures, the assignments are increased by 2 bl. GEL and constitute 21,9 bl. GEL. The highest assignments are allocated for the Health Ministry – its budget will constitute 6,9 bl. GEL, the greatest part of which will be consumed on social programs, namely, increased pensions, target social aids, medical services, salaries for the medical personnel, accommodation of IDPs and employment of the socially vulnerable strata. The budget of the Regional Ministry will constitute 3,3, bl. GEL, where 1,9 bl. GEL will be consumed on the road construction and the remaining funds for the water supply rehabilitation and schools.

As the reporter noted, the budget for the Education Ministry will achieve 2 bl. GEL, the part of which will be consumed on the salaries of the pedagogues and school supervising officers – their salaries will be increased by 125 GEL, and the salaries for school administrative-technical personnel increased by 10%. The Draft envisages increased salaries for the vocational pedagogues by 15-18 GEL per hour.

The budget is increased also for the Defense Ministry and constitutes 1,3 bl. GEL, to be consumed on salaries of the military personnel increased by 20%; the budget of the Interior Ministry constitutes 1,1 bl. GEL for the increased salaries of the policemen by 20%.

The assignments for the Culture Ministry constitute 431,2 ml GEL to increase the salaries of the employees by 10%.

The budget of the Governmental Administration will achieve 22 bl. GEL and the budget of the Presidential Administration – 9,3 ml GEL.
