At the Copenhagen Democracy Summit, EU High Representative Kaja Kallas declared that peace can’t be guaranteed by agreements alone, using the example of Georgia’s 2008 war and Ukraine’s ongoing fight against Russia.
“Democracies need strong protection, agreements alone can never guarantee peace,” Kallas said. “Georgia learned this in 2008, and Ukraine in 2014 with Crimea’s annexation and after three years of war.”
She emphasized that defeating Russia’s aggression requires collective action. “The answer to stopping Russia’s historical cycle of aggression is in our hands,” she added.
Kallas called for more support for Ukraine on the battlefield and economically. “We must increase pressure on Russia and strengthen Ukraine today,” she said, mentioning that the EU’s 17th sanctions package was recently introduced and a 2027 energy dependency deadline set.
