State Procurement Agency of Georgia reported that the government of Georgia plans to allocate GEL 13.4 million for printing school textbooks and exercise books for the 2026 academic year.
Two tenders have already been announced as part of the process. One tender, valued at GEL 7.4 million, covers the printing of textbooks and supplementary learning materials while another worth GEL 5.9 million is designated for exercise books.
Under the tender specifications, the government intends to print:
- 1,740,200 textbooksacross different grades and subjects
- 2,249,919 exercise booksfor students
Interested companies will be able to submit bids between March 18 and March 19 for both procurement processes.
Suppliers selected through the tenders will be required to deliver the printed materials to Educational Resource Centers and public schools in Tbilisi between June 20 and August 1, 2026. The staggered delivery schedule is designed to ensure that schools receive the materials before the start of the new academic year.
The tenders come amid ongoing reforms led by the Ministry of Education of Georgia to introduce a unified national textbook system. Recent legislative amendments require the ministry to develop a single state-approved textbook for each subject and grade level, which will be distributed to students free of charge. Authorities expect the full transition to this model to be completed by 2028.
Until the reform is finalized, the government will continue to print textbooks created by multiple publishers and provide them free to public school students, a policy first introduced in 2013 to reduce the financial burden on families.
