Georgia’s plan to build a new 70,000-seat stadium near Tbilisi International Airport is moving ahead, with the Ministry of Economy authorizing the Municipal Development Fund to expropriate private land for the project.
The order, published in the Legislative Herald, demonstrates the compulsory purchase involving a 540-square-meter plot owned by Luka Jincharadze. Officials classified the construction as an ‘urgent public need’, allowing the state to reclaim land with fair and preliminary compensation. Any disputes over compensation will be settled in court.
Tender and timeline
The stadium is being developed through an international tender worth GEL 876 million. Bids for design, engineering and construction will be accepted until September 29, 2025. Once construction begins, the project is expected to take about 51 months (4 years and 3 months), suggesting an opening date between 2029 and 2030.
Location and Land ownership
The future stadium site covers 270,615 square meters along the Kakheti Highway, most of which is state-owned. However, the largest private property within the designated area is the International Black Sea University campus which spans 101,000 square meters. Negotiations are currently taking place between the university’s owners and the state.
