The Georgian Government Administration has published a decree signed by the Prime Minister on December 25, 2025 (No. 2212), which for the first time officially reveals the pricing terms for Russian natural gas supplied to Georgia by Gazprom.
Although the annex to the decree was formally classified as a commercial secret, it was released alongside the document and contains detailed pricing information from the contract between Gazprom Export and the Georgian Oil and Gas Corporation (GOGC). Under this arrangement, GOGC supplies Russian gas to SOCAR Georgia Gas, the country’s main natural gas distributor.
The disclosed contract sets a pricing structure with different tiers. Georgia pays USD 215 per 1,000 cubic meters for the first 250 million cubic meters of Russian gas purchased annually. Any volumes exceeding this threshold are priced at USD 185 per 1,000 cubic meters.
This is an increase in the effective cost of Russian gas starting in 2025. Previously, media analysis based on import volumes and total payments indicated that Georgia had been paying around USD 185 per 1,000 cubic meters in 2023 and 2024, though these figures had not been officially confirmed at the time.
Gazprom’s data shows that gas deliveries to Georgia rose sharply in 2025, increasing by 40.2% to reach 1.1 billion cubic meters. Under the contract terms, the higher price applied to the initial 250 million cubic meters while the remaining volumes were supplied at the lower rate.
While full-year statistics for 2025 have yet to be finalized, preliminary data show that during the first 11 months of the year Georgia imported Russian natural gas worth approximately USD 123 million.
