The annual report by the Public Defender’s Service revealed that up to 175,000 GEL were adjusted in favor of consumers in 2024 through the work of Georgia’s Energy Ombudsman.

The office released 618 recommendations to energy providers throughout the year, which led to the writing off of nearly 50,000 GEL in unjust charges. Legal aid and intervention supported both individuals and businesses across the country.

“In the reporting year, a record number of so-called protocols — 144 — were registered as the basis for initiating proceedings,” the report emphasized, noting that most were collective claims addressing systemic issues affecting entire villages, districts, or apartment buildings.

The Defender’s Office handled 1,406 total correspondences in 2024, including 606 new complaints and collective applications. Legal consultations were provided to 2,250 consumers, while over 8,000 people were assisted through social media and phone outreach.

The breakdown of proceedings by sector was as follows:

  • Electricity: 279 cases
  • Water supply: 244 cases
  • Natural gas: 83 cases
