Communications Commission warns several broadcasters over foreign funding violations

The Georgian National Communications Commission (GNCC) has issued formal warnings to several media outlets, including TV broadcasters Formula and Formula Multimedia, and radio stations People’s Voice, Radio-TV Nori, and Sistema Gamma, for allegedly violating the Law on Broadcasting by receiving funding from a foreign source.

The GNCC reports that in the second quarter of 2025, Formula Multimedia received ₾1.33 million from INFINITY CV GROUP CY LTD, a company registered in Cyprus. During the same period, Formula received ₾463,000 from Formula Multimedia.

The Commission stated that financial reports submitted by the companies indicate that both transactions were loans, and that Formula Multimedia has no other significant sources of income aside from the funding obtained from the Cypriot entity.

The GNCC emphasized that these funds were received after the April 1, 2025 amendment to the Law on Broadcasting, which prohibits direct or indirect financing of broadcasters by foreign powers. The commission noted that the received funding does not qualify under the legal exceptions, such as commercial advertising, teleshopping, sponsorship or product placement.

As a result, both Formula and Formula Multimedia were formally warned and instructed to cease accepting fundsfrom INFINITY CV GROUP CY LTD. The same decision applies to the radio broadcasters People’s Voice, Radio-TV Nori, and Systema Gamma which were also cautioned for receiving financial support from foreign entities in violation of the law.
